永安市人民政府：

你市《关于永安市溪源水库工程项目农用地转用和土地征收的请示》（永政地〔2018〕4号）收悉。经研究，现批复如下：

一、同意将永安市境内农用地54.8113公顷（其中耕地8.7554公顷）、未利用地8.5359公顷转为建设用地。征收永安市洪田镇黄龙村园地1.3299公顷、林地0.6648公顷，湍石村水田8.7554公顷、园地6.5385公顷、林地22.5723公顷、其他农用地2.2056公顷、城镇村及工矿用地1.0633公顷、交通运输用地0.8097公顷、其他土地0.0156公顷、未利用土地0.3991公顷，计征收集体所有土地44.3542公顷；使用国有林地12.7448公顷、其他土地8.1212公顷、合计征收（使用）土地65.2202公顷，以划拨方式提供，作为永安市溪源水库建设用地。

二、永安市人民政府须按法定程序和要求组织实施征地，切实做好被征地单位和农民的补偿、安置和社会保障工作。新增建设用地土地有偿使用费、耕地开垦费按规定缴纳。

三、永安市人民政府须依法办理建设项目农用地转用、土地征收及供地的具体手续。

四、永安市人民政府要落实生态环境保护有关要求，涉及各类保护区的用地，应严格按法律、法规和有关规定，依法办理相关手续。
