平潭综合实验区管委会：

你管委会《关于平潭2017年度第二十一批次农用地转用和土地征收的请示》（岚综管〔2017〕67号）收悉。经研究，现批复如下：

一、同意将平潭境内农用地27.7279公顷（其中耕地13.4021公顷）、未利用地3.6847公顷转为建设用地。征收平潭县苏澳镇红旗村旱地2.3217公顷、林地3.0172公顷、其他农用地0.9433公顷、城镇村及工矿用地0.5133公顷、未利用土地0.1871公顷，苏澳村旱地5.4313公顷、林地1.9298公顷、其他农用地1.5669公顷、城镇村及工矿用地2.2937公顷、未利用土地0.9684公顷，梧峰村水浇地0.0619公顷、旱地5.5872公顷、林地4.6593公顷、其他农用地2.2093公顷、城镇村及工矿用地0.9838公顷、未利用土地2.5292公顷。合计征收集体所有土地35.2034公顷，按规划用途使用。

二、平潭综合实验区管委会须按法定程序和要求组织实施征地，切实做好被征地单位和农民的补偿、安置和社会保障工作。新增建设用地土地有偿使用费、耕地开垦费按规定缴纳。

三、平潭综合实验区管委会要严格按土地供应政策和用地定额指标等有关规定向具体建设项目提供用地，并按规定备案。

四、平潭综合实验区管委会要落实生态环境保护有关要求，涉及各类保护区的用地，应严格按法律、法规和有关规定，依法办理相关手续。
